Game freezes for half a second, every 30-90 seconds, please help

Okay so i ran latencymon and saw some issues with WLAN adaptor, tried disabling it and now the worst stutters are gone

I just installed the 7900xtx, so far so good, except for when im playing rocket league. Every minute or so it completely stops for half a second, and fps goes to 14, until its stable 300 again. (Sometimes there are stutters in other games, similar to this, but never as extreme)
 

I used to have similar drops with my last gpu (5700xt), but not this severe. 
 

Does anyone have any idea what could help? Ive tried reformatting windows and updating drivers, but nothing seems to work.

 

PC specs: 

GPU: 7900xtx

CPU: 5800x3d

MOBO: rog 450 F gaming

PSU: 750W gold, dont remember the type (pretty new, should be good)

RAM: TridentZ 16GB 3200MHz

 

I cant see anything being wrong when i have HWmonitor open during the stutters, wattage is around 300-400 max and nothing is going 100%.

 

Ive attached images of the ingame graph if that helps, sometimes the GPU graph spikes, sometimes it doesnt.

 

ANY help would be appreciated very much

Yeah forgot to add, using an M.2 SSD, only used 500/1000gb

Yeah this looks motherboard/BIOS or VRM related to me.  How is the airflow in your case?

Check these temps here in HWInfo.  If you're getting spikes in the MOS category your VRM is overheating

 With all the Trolls, Try Hards, Noobs and Weirdos around here you'd think i'd find SOMEWHERE to fit in!

There is no sensor on the VRM, but as far as i can see the temperatures are all around good. Ive got a corsair airflow 4000D, and plenty of Noctua fans so the airflow should be good.

Either that or the 24-pin isn't properly seated

I believe thats an issue with HWinfo and my motherboard/bios, have seen other people with the same motherboard and the same issue of showing 10V, when its showing 12V in BIOS. 
I could try measuring manually with a multimeter, but not completely sure how to do that hehe
