12V to USB-C PD/QC Handshake board

I am making a DIY USB C charger port for my dashboard, and I need some assistance.

I need a 12V to USB C PD 3.0 / QC board. I have found some on AliExpress however it appears they have a USB C input, to a variable output. Originally, I was going to buy a UGREEN 100W + 30W Car charger and strip it down, but then I stumbled on USB C PD Trigger / Decoy boards.

What I need is a 12V input (Car battery) to a USB C output with a handshake so it can choose the correct voltage (5v/9v/12v/15v/20v I am looking for up to 100W).

What is the correct term for these boards and what should I look out for?

Some other things I want to ask, will I need a heatsink for the converter (it's hot where I stay). and is a car battery safe to use or will I need some sort of buffer / capacitor for spikes when the car starts for example. I will have a fuse between the battery and the charger.

I am new to the USB PD / QC spec so some help would be appreciated.

It does cost about 20-25$, but it's free shipping, and 12 day delivery and should definitely be suitable for all your needs. It can do up to 120W USB PD delivery and is probably more reliable. Just ensure whatever 12V supply you're using can handle that kind of current, or power limit the output of the power supply in some way and have some fuses in line just in case. It does say your battery needs to be able to handle at least 7A for a prolonged period of time
