My screen starts to shut down like I've set it to, but the turns right back on after it's cycled off completely. I have found that if I unplug all of my USB keyboard and mouse dongles, that it will behave as expected. I've tried all generic settings changes in device manager and power management, and have even enabled the power while sleeping wake setting in my MSI BIOS. I'm hitting a brick wall here.

If anything connected to USB is sending an input back to the PC then yes, it will wake back up.

 

My mouse is wireless, I turn it off the instant I click sleep.  Could be worse checking the mouse and the surface its on is clean, if it picks up even a slight disturbance it can wake the PC back up.

 

Other USB devices, well it could be bad luck that one of them is misbehaving.  I'd try then one at a time, see if you can find which it is.
