Good PC game controller for small hands?

Everyone and their mom and dad just say get an Xbox 360 controller to play PC games, but it doesn't fit my hands. I also don't want a PS3 controller.

What are some good PC game controllers that:

1. are wired

2. fairly cheap (under $40)

3. built well

4. comfortable for small hands

Personal experience along with recommendations is appreciated.

PS3 controller doesn't fit my hands, and a mouse isn't very good for racing games.

What do you mean it doesn't fit? too small or too large?
