Looking for a PC for playing and streaming games

Budget (including currency): 1000 Euro (PC only, no monitor, preferably aiming for a lower price tag)

Country: Germany

Games, programs or workloads that it will be used for:
  - Games such as GTA 5, Fortnite, Garry's Mod, Rocket League on a 144hz/WQHD or 240hz/FHD monitor

  - Streaming said games on Twitch/Youtube
Other details:
  Parts I currently possess:
  - CPU: AMD Ryzen 5600
  - RAM: 16GB DDR4
  - MB: MSI B450 Mortar
  - SSD: Samsung 970 Evo
  - PSU: Seasonic 650W Modular PSU
  There's no GPU for now, so it's not a complete build.
  I suppose the drive and PSU are reusable, I don't know for the rest.

This is the mATX Mortar Max, correct? MSI ships a lot of B450 VRM configurations.

I'm not sure I understand your question. You want to play low level games for which you already have more than decent enough hardware, except the missing GPU. Why would you want to replace all that? The only upgrades I see are: Double the RAM and a more powerful PSU if the new GPU should require it. If you keep a copy of your stream locally, a HDD for bulk storage might not be a bad idea.

i think a ryzen 7 5800x3d and a rx 7800 xt would make a great fit for your needs!

No problem with buying an HDD. I wrote that I don't know if parts other than SSD and PSU can be reused.
I suppose the CPU might be outdated, especially if I would want to play 144hz @ WQHD or 240HZ @ FHD.
Which GPU would you suggest?

I own the parts listed so they are excluded from the budget. The Mobo isn't a Mortar Max, just Mortar mATX, B450. I bought it late 2018.

I wonder guys if I should use this motherboard and upgrade it with a better AM4 CPU and more RAM, or go for a AM5 board?

the 7800xt is an excellent 1440p card and 1080p shouldnt give any problems

Look at the Ryzen 7 5700X if you plan on streaming due to the extra cores and 32GB of RAM.

This would be the most cost effective path and the one i agreed on. 5800X3D isn't doable with your board, if it were the Mortar Max that would run on stock settings.

Although this means that you going to have to use x264 for Twitch and eat the overhead associated with it, YouTube can use the AMF AV1 which is usable enough in quality. AMF H264 meanwhile? Its still hatefully bad. So if you want to sacrifice bit of GPU performance for better Twitch stream, go for 4070 instead. That should also run on the 650W PSU as a bonus but i dont know which specific Seasonic you got.
