Front case audio jack output average KHz?

The front jacks are worse since there is signal degradation across the long cable it has to go across.

 

As for data rate it doesnt really apply since audio is analog. But the sample rate of the audio before digital to analog conversion is usually 44.1khz to 192khz if thats what you're asking.

Are front case audio jacks as good as audio jacks in the back of the motherboard?

Generally they're considered worse because the cable running from the motherboard is usually poorly shielded and running past a ton of EMF-generating parts.
