For context, I've recommended OP to go with the used Ryzen 5 3600 and B450/550 combo.

Although at 450$ we can do all new.

If you want a PSU thatll last much longer you can carry to the next build, these are few of my recommendations.

Budget (including currency): 450

Country: NC, USA

Games, programs or workloads that it will be used for: Minecraft bedrock/Roblox, school learning.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Already got, RX 590 8G.

At this budget I would look for a really cheap prebuilt on marketplace, ebay or gumtree. Or you could do something like this with an office pc of like ebay with like a 10th gen i5 or something.

My First PC
CPU: Ryzen 5 5600x
Cooler: Asus TUF Gaming LC240
Motherboard: Asus ROG Strix B550-f gaming
RAM: 4x8 GB Corsair Vengeance RS (3200 MHz, CL16)
Storage: 1tb Samsung 980 Pro
Graphics Card: Asus Dual RTX 2060 OC
Case: Deepcool Matrexx 50
Power Supply: Corsair RM650x
Headset: Razer Blackshark V2
Keyboard: Corsair K70 Pro Mini (Speed Silver switches)
Mouse: Razer Viper Mini
Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).
I'm learning video editing and trying to get some cash as a high school student.
I like F1, my favourite team is Scuderia Ferrari and favourite driver is Charles Leclerc. Favourite track is Red Bull Ring in Austria.
Playing with a 1080p 60hz monitor right now, hoping to upgrade to a 1440p 144hz one soon.

Living in AU and that pisses me off since every event is late at night or early in the morning (almost every F1 race starts around 11 PM AEST time)

Yea, but i already got an RX 590, i mean if i find a prebuilt with the specs recommended above (Ryzen 5/7 3600 and up) with a graphics card for that price, sure i'll take it, and sell the RX 590, but i've been looking around trying to figure this out for the past probably two months and i wont be able to get anything remotely close to that,
best i could find for like $250-300 was like an i7 7700k with a gtx 1060, not even close in performance.

*Also on the build, is it possible to find a case with no glass panel? i can already see the glass being all over the floor from being kicked*

Yes GPU. That 1080 would be a cheeky upgrade, that rig shouldve been 350$ already if it werent for that fully loaded D41. 400$ is fair enough to me but yeah 350-375.
