i9 13900k thermal throttling

Seems about what you should expect. The i9 chips are meant to operate without a power limit, so your thermals are always going to be your limiting factor. I think the only minor improvement you could make is changing the stock ILM for a BCF from thermalright or thermal grizzly. But it doesn't sound like you've done anything wrong if you aren't hitting peaks during gaming.

I have built my first computer and now I'm not sure my cooling is sufficient. 

 

I have a i9 13900k with a Noctua ND-D15 cooling it. It runs fine when I'm gaming, or at least I haven't noticed any issues. But when I render something in blender, even in Cycles on my GPU the temp on my CPU rockets up to 99 and stays there and throttles the performance down to 4.5 GHz. 

 

Is this just the price I pay for not wanting a AiO cooler or have I applied the paste wrong/ not tightened down the cooler enough?

Thanks, I think I'm also running into an issue where cycles isn't using the GPU. That may be part of my problem.
