I’m in the process of getting my backup PC working again. I recently bought a new CPU (Intel i5-13600K) and a motherboard to go with it (MSI Pro Z690-A DDR4). And after replacing the parts, the CPU light turns on for half a second and instantly shuts down. 
 

I have stripped the PC down to barebones just CPU, heatsink, and a stick of ram(have tried without the ram as well). After I am getting the same issue. These are brand new parts so wouldn’t expect a fault in them already. I have also tried swapping out power cables, PSU, heat sink, and have made sure the motherboard drivers were correct via FlashBIOS. 
 

I am at a loss and wonder if I just got a faulty motherboard, but a visual inspection looks okay.

 

Any help would be great.

No 600 series boards have native support for Intel 13th-generation chips. For your particular one, you'll need to have at least BIOS version 7D25v17 to boot.

Use BIOS flash back if you need to. Refer to your motherboard manual for steps on how to use that feature if available.

I have tried flashing it from multiple different versions &D25v17 and up. 

 

When using a small USB2 stick, it flickers for like 30 seconds and then shuts off (The signifying thing to say it is done), however, after restarting I get the same startup issue. 

 

When using a larger USB3 stick, it flickers for like 3+ hours and then shuts off, and I get the same startup issue.

 

Would you know if I am just BIOS flashing incorrectly? I have tried following the MSI step-by-step
