Windows not updating

My windows 10 pro OS build version 1904.3271 is not updating. It shows in the check for updates tab "something wrong, try opening settings later"

 

I've tried the following:

- running SFC/scanned, found nothing.

- resetting settings app.

- opening services.msc and enabling windows updates services to automating, and get 1503 error .

 

 

What I've observed that is every time I start my PC, COM surrogate is running in the background and utilizing almost 60~80% of the RAM.
