ASUS H110M-C

I don't see an issue with bottlenecking but you may have an issue with the power supply not being able to handle that gpu. I can't quite remember how long ago that I used an rx580 but it was fairly power hungry if memory serves.

Something will always bottleneck. You generally want the GPU to be the limiting factor.

 

There's also no general answer to the question. It depends on how CPU and/or GPU intensive a game is. If a game is very CPU intensive, it's more likely the CPU will limit the GPU performance if it isn't very strong. If a game has little CPU load, even a weak CPU might be able to work just fine combined with a higher end GPU.

Specs were average in 2017 maybe...

I hope it's used and less than $400

But don't expect miracles
