FPS drops while playing elden ring & witcher 3 etc..

Hello everyone, this is my current PC setup, and here's the link to my UserBenchmark results: https://www.userbenchmark.com/UserRun/63106099

Unfortunately, I'm facing massive FPS stuttering while playing Elden Ring. I've tried various graphic configurations, but nothing seems to work. I want to clarify that there is no overheating issue, and the performance of my CPU and GPU is around 46 and 70, respectively. I've checked online, and it seems that my PC should be capable of running the game smoothly on at least low graphics settings.

However, the problem persists, and the FPS drops significantly during gameplay. It starts at around 59 FPS and then suddenly drops to 17-20 FPS, and sometimes even 5 FPS, before going back up. Lately, this issue has become so frequent that it has made the game unplayable for me.

I would really appreciate any help or suggestions you can provide based on my UserBenchmark results. If you need me to perform any other tests or provide additional information, I'm more than willing to do so. I just want to enjoy playing the game without any issues. Thank you in advance for your assistance.

Elden ring, like so many other games these past few years, is poorly optimized and has severe issues with shader compilation.  If this is your issue, there's virtually no solution.  You'll know that this is what it is if it only appears in new'ish areas and situations.

If you're standing still and this happens on repeat, that is not normal.  More info than you provided will be needed to diagnose.

@Silentknyght thanks brother for your answer,
I would like to add a couple of screenshots after testing my GPU and CPU using Cinebench R23 and Heaven 4.0. I have been experiencing the same issue with Witcher 3, which includes stuttering/sudden drops FPS. By the way, my drivers are fully updated; both Windows and Nvidia are running the latest version, 536.67, released on 18th July 2023.

Here are the components of my PC:

Motherboard: MSI B550M Pro-VDH WIFI
RAM: 2x 16GB TeamGroup 3200 MHz sticks
GPU: RTX 2060 Super, manufactured by Inno3D
CPU: Ryzen 7 5700G
Power Supply: I am planning to upgrade it soon; currently, it's a Classic Xpower 500W 80+ White.

If you know of any more tools for testing or have any additional recommendations, I would greatly appreciate it. As I mentioned before, my goal is to be able to play games like Witcher 3, Hogwarts Legacy, and Elden Ring with decent performance, even if it means using low graphics settings. My main priority is to achieve stable gameplay without any issues, and I believe my PC specs are at least capable of delivering that. If you have any recommendations for Nvidia Control Panel configurations or any other suggestions, I will gladly follow them. Thank you!

you do know that Witcher 3 got a platform upgrade december 2022? .. i have two 2080 ti's.  as DX12 version don't support SLI it only uses 1 card and the 3D is scaled for 30 and 40 series GPU's now. so it's lacking.

you can try to run the DX11 version i havn't played it for a while.
