My CPU is running way slower than it should, and it's causing everything to take forever to boot up, as well as rendering other things unusable. This wasn't happening a few months ago, and it seemed like this started happening all at once one day. Games and programs that I used to be able to run smoothly and easily are now having trouble even booting up, and in some cases, they are completely unusable. I've tried a factory reset on the computer and it didn't change the issue at all. What could be the cause of this, and how do I fix it?

0.78GHz... What a familiar number. I experienced it before. Doing a factory reset of the operation system won't help because what failed is firmware. The CPU is Throttling for some reason. Sometimes it can be fixed by a hard restart (pulling out the battery), plugging and unplugging the power cable, removing the docking station, etc. If you search for "laptop 0.8 GHz" you can get many results on Google. I don't know the model of your laptop, but the following link is the one that solved my problem.

I've experienced this strange issue as well with a laptop. The solution for me was updating the firmware.

Try running ThrottleStop 9.6

It was specifically written to solve the typical throttling problems that plague Intel based laptops.

Post some screenshots of the main window, the FIVR and TPL windows as well as the Limit Reasons window. If you see a BD PROCHOT box lighting up red in Limit Reasons, that is the typical reason why a computer gets stuck at the minimum frequency. Try clearing the BD PROCHOT box on the main screen if this is your problem. 

 

Another common problem is the power limits being set too low. Post lots of screenshots and I should be able to help you solve this problem.

All it takes is one 5 cent sensor to fail and this can cause your laptop to start throttling at its minimum speed. This problem is usually easy to fix when ThrottleStop is setup correctly.
