Yeah, that's normal, it should turn off once you get into Windows.

Where were you looking for the GPU in the BIOS? If it's on the screen in photo one that, that won't list the GPU. 

 

Either way, if your display is plugged into the GPU and not the motherboard and the system is outputting an image, the GPU is working.

Always take the debug LEDs with a pinch of salt, if everything appears to be working.

 

My ASUS board will periodically boot with debug LEDs still lit, it seems a fairly common harmless glitch.  Though in this case is likely because you haven't booted yet, as you're in the BIOS. 😉
