If you don't order much on Amazon, they're probably going to be suspicious of you.

This isn't really a police matter if it wasn't taken off of your porch.

 

You could also try taking them to court if that doesn't work.

Missing bit details. Did you order it from Amazon or marketplace seller? Did you get just empty cover box or empty product box? If it was marketplace ad, did you check for sure that it wasn't just for empty box? Which is rather easy and common scam.

proper produc got the box with the cpu clam shell just no cpu

Then thats easy. Just open support ticket and ask for replacement or refund and explain situation. In this situation, it helps if you took photos as soon as you got it as they might counter it by accusing you of scamming them.
