I have a 5900x on a tower cooler and running it stock. It momentarily boosts to 4.2Ghz during CB23 all core run but sits at 4.0 for 90% of the test. I am getting relatively low scores of around 20300 after many runs. Temp never goes past 74C but settles around 66C for majority of test.

 

Is this normal behavior? If so, why does it not boost more with so much thermal headroom?

Yes, that makes sense. Is the chip operating within normal range otherwise? I bought it used and just wanted to make sure I got what I paid for.

 

I turned on PBO and it hit 90c temp limit, returning a score of like 13000. The frequency was way higher but score way lower.

It does seem to score a bit lower than it should. 

What is PPT set to?
