does the stick have a physical switch that locks it from being rewritten ? I know some SD-cards or nvme enclosures come with that as a feature.

Also did you run cmd as admin ? i assume you were using diskpart which should already be more powerful than disk manager

Assuming it doesn't have a physical write protect switch, try using diskpart to clean the partition table off and start from scratch.

If that doesn't give you a usable drive again, replace it. Flash drives are almost literally a dime a dozen these days; they're not worth putting much effort into unless you're trying to recover data.

I did use diskpart cannot format
