I don't understand the question. A GPU does not "handle" a CPU. 

Are you asking what GPU pairs logically / well for a price range?

At 1080p around a 6700 xt or 'maybe' a 3070. 

At 1440p probably a 6800 xt or a 3080 'maybe' (more likely a 3070 at 1440p) but know that either of the 30 series cards won't pair well with a 500w psu

no there shouldn't be. If there is then I would try undervolting/overclocking. Also btw the 6700 xt is a very respectable card at 1440p
