Weird checkerboard pattern 4070

Hello, I have recently bought a 4070 to upgrade from my 1070 and I am experiencing this weird checkerboard pattern.
So far, its happening on all 3 of my monitors even on the new one that I just bought.

It seems to be happening for all 4 ports on the GPU I have 3DPs and 1HDMI 
I tried so far:
Updating GPU drivers/Uninstalling them 
Tinkered with Nvidia control panel settings
Tried using different ports on the GPU if by any chance one of them is faulty.

 

Have anyone experienced something similiar please let me know. I dont know what I should do at this point. Any ideas are welcomed thank you for your help/responses.

I assume you have tried using DDU to uninstall the driver?

I've seen similar things from undervolting the GPU or OC'ing VRAM too far.

But if all is stock/default, IMO, it's signs of a failing graphics card.

Yes I tried that. But I am most likely taking the GPU and putting it into my friends PC setup to see if the same thing occurs on his PC.
