You can either use the Media Creation Tool to make a bootable USB or manually download the ISO, though I'm not sure why you'd want to do the later.

To use Rufus to make the installer without the TPM, secure boot, MS account requirements, etc., use something like Ventoy to have a multi boot USB, setting up a VM with Windows 11 on it, etc. There are reasons to just get the ISO file, though admittedly for most people just using it to make a USB is fine.

You know, I know all this so i'm not quite sure why I used that wording. Scew Ventoy though, I can't get that crap to work more than once the way it should then things just stop being able to boot to it. Have to continually remake them so I gave up on it.
