I just built my pc so I'm trying to install a os which is windows 11

In that case, just follow this to create the bootable USB. As mentioned before, you just need to format it to FAT32 or NTFS first, as long as it's formatted so that Windows recognizes it as a mountable volume. Just click on the USB drive when it asks for a target, select your options and it'll create the disk for you.

Once you created the bootable USB using the media creation tool, boot into it and follow this to install.

You can just follow the wizard itself, the videos are just for you to sanity check.

I want to install windows 11 but I'm unsure how to go about the process correctly, I heard that you need to format your usb to fat32 to install the os and than on bing chat it says that you can also install with the os using a usb that is formatted in NTFS.

Are you trying to install Windows onto a USB using Windows to go? Or are you trying to make a bootable media to install Windows onto your internal drive?

For the latter, just format the drive to either FAT32 or NTFS, the Windows 11 Media Creation tool will format the drive accordingly to make it bootable.

Once the boot media is created, boot into the installer and proceed through the wizard. all you need to do is delete all existing partitions on your internal drive when you're asked where you want to install Windows. Once you select that unallocated space, Windows will automatically create whatever partitions it needs. You do not need to manually create them.

I have honestly made a bootable USB stick via that link so many times, its not funny.  Reason is every time there is update to win 11, that gets updated so I download it again.  If you have access to any computer that lets you download that file and then install to a USB, it will work.  Because that tool formats your USB stick / drive and makes it bootable.  It also installs RE, which is stripped win install useful for troubleshooting.

If you don't have access to any place you can download and run that file, it might be a good idea to buy win 11 on USB stick.  Just you get a licensed copy that way + an OS install.
