what should the minimum processor state be set to

It tells the CPU that it can go as low as possible when idle.

The percentage isn't exact % related to the CPU MHz. 0-49% might lead the same  result. Your CPU might have a few steps it supports, like it could have none (max speed all the time), especially on desktops. It all depends on the BIOS, UEFI configuration that you set, and your CPU/motherboard.

 

0% should be used, to reduce heat output of the CPU to deliver the longest and highest boost possible, when performance is needed. It also helps reduce power consumption and so help reduce system noise.
