Other details: Mostly upgrading because my laptop has been having some hardware issues that make games unplayable, and would be more cost/time efficient to get a desktop. The laptop has a 3060 Mobile and i7 11375H. I upgraded the SSD to 1TB recently so I may just give that SSD to this new build. I hope that this build could last the next few years with some upgrades if needed down the line.

I would upgrade that CPU cooler to a Peerless assassin 120 or similar, the 212 is a bit weak for the 13700k.  Other than that, looks good 🙂
One can always tweak something to save a buck or two but overall not bad.  Remember that the motherboard might need a BIOS update to work with that CPU.  The 650w PSU should be enough but I would also go with a 750w or 850w, the price difference is not all bad.

Do not get this card, $450 for a 3070 is a scam. They go for $300-350 on eBay, and the 3070 really doesn't belong in a system of this price range. 

 

Anyway, I wouldn't get a single thing in that PCPP link. The 13700K for just a gaming system is not really great, the 13600K is just as fast for gaming while being cheaper and easier to cool, while the 7800X3D is a faster gaming chip. The cooler is a terrible value nowadays, it gets outperformed by coolers half the price. The motherboard is very overpriced and doesn't have BIOS flashback to be able to use the 13600K/13700K. DDR4 doesn't make sense to go for nowadays, DDR5 is cheap enough now, the PSU is very overpriced, and you can afford a better monitor in this price range.

Honestly with zen 4 price cuts, IDK why you wouldn't just go with a 7600, especially now that DDR5 and zen 4 boards are cheaper.

 

Also, for 1080p60, just get a used system for like $600.  If you are dead set on spending $1600, get a better monitor.

@HeatedAxe that board you have chosen won't handle that unlocked i7 and neither will that CM212 cpu cooler.  Here's a better board on sale atm, 32GB of RAM, larger psu and a case with much better airflow (2x140mm front intake fans + 1x120mm rear exhaust fan).

Definitely get a way better monitor, but also increased the RAM and storage. I know you said you don't need more storage, but the 1TB model isn't that much more. Also 32GB of RAM is pretty standard nowadays.

IWitha egular 2560x1440 165Hz monitor this is under $1600. Or with an A620 board, but it seemed like you wanted all black everything, and the one I found was pretty white.  There's an ASUS A620 wifi/bt board that's like $150 and it's all black though.

Aesthetics don't keep your components cool and heat is the #1 enemy of PC components. That case had its time a few years back but time has passed it by. Lian Li 216, Fractal Pop Air and Fractal Focus 2 sealed the 4000D's fate. See that $45 CM 212 in the OP's build? That's where the 4000D is now .. overpriced.

Not necessarily. The 4000D is the first choice option on PCPP, it's not unlikely that they just clicked add case, saw that one was popular and not super expensive, thought "good enough" and added it to their cart. If it was something like a Lancool 215 or 5000D Airflow, I'd be a bit more into that thought process, but I would not be surprised at all if that was the thought process. 

 

Besides, IMO the only way to get more generic with a PC case is to go for one of the windowless Fractal Define cases. I'm not saying the 4000D is bad or anything, just nothing to write home about aesthetically.

This person is upgrading from an existing PC.  They probably have fans they can use if they want to, or they can buy some.  But with an aftermarket CPU cooler, all you need is a fan to blow air under the GPU.  The CPU cooler can pull air from the front of the case easily, and send it to the exhaust out the back.

True and very possible, I personally agree that it's a bit overpriced, but it has a very nice look to it that not many others have, so I'll just defer to OP's list on that single component alone, and work the rest of the parts list around it.  If they indicate otherwise I'll eat my words.

Well better is pretty subjective here, as there are always things that can get a few more cfms of air pressure or dbs lower of noise, but it stops really mattering that much at some point.  Again, as long as cold air is getting in in the right place, it's fine.  The only point you really need induction is right under the GPU.  The aftermarket CPU cooler will bring plenty in from the upper-front on it's own without induction.  The rear forced-exhaust fan will pull heat off the CPU cooler, and heat will passively radiate out of the top.  That's more than enough heat transfer to keep the GPU and CPU cool.  Also, if this person has an older PC (they do) they would likely have no issue pullin another 120mm fan off of that to add mroe intake if they wanted.  There's nothing wrong with recommending a different case, but me choosing to leave the case that OP chose, when it's a perfectly reasonably case to choose, that a lot of people choose for a variety, is not an issue.  Also:

You could also consider a used RTX 3080 which is around or better than the 4070 with more memory bandwidth

 

With your budget, you could also going with a 1440p monitor
