Neither.

Both will be massively bottlenecked by 4gb of VRAM.

As cheap as you can get any of them will be waste of money.

I presume this is for budget 1080p gaming? And you're on a really strict budget (I can relate)?

If I were to actually choose between only these two and not suggest a third option like everyone else, get the 1650. It's newer than the RX570, it's only slightly less powerful than the 570 (actually since it's the GDDR6 variant, should be equal), and it's only 75W TDP, doesn't require a power connector.

Out of the two I would say 1650, some people don't get that you will be on a budget, CYBERPUNK ran really well even ULTRA on my 1650, they are very good work horses for what they are.

Bit of a tech guy, converted to PC's when consoles did not entertain me enough, the last console being an Xbox, was fun with Halo multi-play though. But  the want to discover, to test, to learn more about computers drove me to levels I had never known...

Some GPU's I have had, 8800GTS 384MB, 7800GT, GEFORCE 4 MX440, 250GTS,  770 GTX, 1650 GTX, RTX 3050 Plus many other GPU's over the years...

The respect I have for LMG is massive like a black hole, sucking in all the knowledge, I watch their awesome video's, their knowledge is like that of a God. Seriously some say they are number 1 in the whole wide world. LMG is like the INTEL fabrication plant. Beaming with technology goodness...

Being on a budget ≠ only buying things that you can get. Cost of ownership can bite you in the ass, and while you can get something that satisfy you now the demand of games wont stop creeping up. And besides, you can get 1650 super used at new 1650 price atleast within the west.

Don't be silly. For their use case and actual performance of the chip, it won't be bottleneck by the amount of vram. The only reason we had the "8gb is not enough" for modern gaming is due to the fact that current and previous nvidia gpus shouldn't have 8gb for it's price and performance.

But for the original question. It's really hard to give you an answer. On one hand, the rx570 is better in terms of performance. You can actually overclock it so it can match a stock rx580. However, it's also a much older card than a 1650. Plus if you are buying used, then there's a very and I mean  VERY HIGH, that it's been mined on.... for a very very long time. So even if it was properly taken cared of when it was used on mining. I recon the fans would fail at anytime. Which is very easy to fix, but not everyone is willing to. In that regards, 1650 is a "better" choice or lesser evil. lol But really there are better gpus than this two, even at the same price point. Can you tell us, how much your budget is?

Yes it's all good a SUPER would be better, but sometimes people have a small amount of money and have to manage on what they have. Ideally I'd have a $3000 monster AMD PRO card but I ain't got $3000, If we have the money then of course buy a SUPER GPU, those PRO cards are MONSTER. Yes shop around for DEALS, then you'll find something good for the DOLLAR.
