PC not shutting off - Windows 10

My PC will not stay shut down. It will power off, but then a second later it just clicks on automatically again. I've never had this problem with windows 10 before, it only started about 6 months after building my new PC. This has been an issue for probably almost a year, but I leave my PC on a lot so never bothered to deal with it. There was a time when, after it'd restart to the login screen, it would shut down successfully from there, but for months now even that isn't working. If I want to power off my PC I have to hold the power button and I'm worried that's not good for it. I've googled this issue and tried pretty much all the recommended fixes but nothing has worked. I feel like I need to reinstall Windows 10 at this point but I'm starting to wonder if this is actually a hardware issue, like my mobo is crap (so sorry if this is actually in the wrong forum). It's a daily occurrence that I randomly get the Windows notification sound by itself with nothing to indicate why. If anybody has more ideas to fix, or how to determine if it's a hardware issue I'm all ears. Whatever the case I feel like this is going to be a pita to fix. Kinda want to get another mobo and a quieter psu anyway... My PC specs:

 

11700k (never oc'd)

MSi B560M Mortar wifi

MSi Ventus 3080ti

32gb 3600mhz ram

1TB Crucial P5 Plush M.2

750W psu Super Flower

holding down the power button is not bad for the PC.

Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).
I'm learning video editing and trying to get some cash as a high school student.
I like F1, my favourite team is Scuderia Ferrari and favourite driver is Charles Leclerc. Favourite track is Red Bull Ring in Austria.
Playing with a 1080p 60hz monitor right now, hoping to upgrade to a 1440p 144hz one soon.

Living in AU and that pisses me off since every event is late at night or early in the morning (almost every F1 race starts around 11 PM AEST time)

clear CMOS?

I hit 700W on an i5 with a NHD15

Also I'm 14 so please just confirm anything I say with someone more experienced

i'm having similar problems too since yesterday..........i'm on Windows 10 and using Crucial MX500 ........i put the pc to sleep and while the monitor turns off, the pc stay on with all fans spinning..........it doesn't respond to any buttons and i had to hold down on power button to turn it off.............i powered it up again and later on, i try ''shut down'' and same issue...........

 

today, i powered up pc and got a blue screen and then pc turned off by itself..............i switched SATA data cable and it now works fine.........hopefully, it'll go to sleep smoothly later on...........
