It should be that block, pins bottom row 6 and 7 counting from the left (including the blank pin). That should hopefully be the power connector. 

 

EDIT: Just noticed you have the RAM in the wrong slots, with a single CPU only the right side DIMM slots will be functional. That might not be the entire reason why it's not turning on, but it definitely doesn't help.

@RONOTHAN## when I connect the pwr switch into slot 5 according to the diagram that's the only time the blue light will turn on at the left of the board. However as soon as I let go of the power button the light turns off and nothing else actually activates. Not even the sweet spin of a fan.

Remove all the stuff from the front panel 

Cyan - [HDLED+] and [HDLED-] - is the HDD/SSD activity led (probably only sata ports), the polarity matters, if you insert it wrong the led won't blink. You can unplug and turn the plug around and then it will blink. 

Above it, you have power led (system on led). If the case has a 2 pin plug, you need to split it somehow in two, because one half goes in [PLED+] , the other in [PLED-] . NC means not connected, it's a pin that doesn't do anything. 

 

Power switch goes into the yellow highlight, under [NC]  and [+5V], polarity / orientation doesn't matter, it's a switch, switches don't care about orientation. 

Reset switch (if any) goes to black highlight, under the 4 pins for a speaker.  Also doesn't matter polarity / orientation , it's a switch.

You don't need a speaker, you have one preinstalled on the motherboard, that round BUZZ1 to the left of the header in your mobo picture.

Also, you have a 2 CPU motherboard but only one CPU. 

 

pay attention to the manual about where ram sticks have to go, which slots belong to which cpu.  The RAM sticks have to go in the memory slots that belong to CPU 1 ( in your picture, cpu is in the CPU1 socket)

 

The blue led I don't know what it's for. It says P5VLED which makes me think about turning on if there's 5v present, but may be something else. Read the manual, maybe there's some note about it. 

 

Last but not least, I hope you have the motherboard sitting on standoffs in the case, or that the case has bumps where the motherboard is supposed to be screwed down.  The back of the motherboard is not supposed to sit on the metal of the case. It's not clear if that's the case in your pictures.

 

if there's no space between mobo and back of the case you risk causing short circuits between pins on the back.

Some cases fold the metal or bend it to behave like standoffs where you screw the motherboard down, but most use standoffs / spacers - should come with the case, if not you need to buy some.

Got home and have some time to look over the manual and it's as I suspected, the ram needs to be in the slots to the right

page 2-18  (36) tells you pci-e slots 5 and 3  (the x16 slots) are connected to cpu 1 socket, and they'll switch to x8 if you install something in second x16 slot.

I switched them over to the ones on the right and I've been following the diagram highlighted by you earlier. It's still not working. I actually just switched cases too. I appreciate the help though. Shouldn't a fan or anything power up when I hit the switch.
