USPS Click-n-ship issues

Does anyone have any experience with using USPS click-n-ship? I am setting it up on one of our computers here at work and I keep getting this error and I am having a hard time finding any sort of information about this error online. 

Attached is a screen capture of the error message. 

The error:

Unable to load DLL 'ratecalc.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)
