PC very weird behavior

Specs:
GPU : EVGA Geforce RTX 3080 FTW3 ULTRA GAMING
CPU : Ryzen 7 5800X
COOLER: Corsair H110I
MOBO : Asus PRIME X470-PRO
RAM : 4x 8GB GSKILL TRIDENT Z RGB DDR4 @3200MHz
PSU : Corsair RM850x 2021
OS SSD: Crucial P5 M.2 NVME 1TB
OS: Windows 11 Pro 64-bit

+ Other HDDs 
Small Note: when I installed windows, I didn't have all the drives unplugged so my boot manager is on one of the HDDs 

Problem:
Since yesterday, everything was working just fine. I had to use my computer through parsec for two weeks since I wasn't physically next to it. I could play games, do whatever. Since yesterday, when I arrived back home, plugged my headset dongle in (Corsair HS80) something changed. After around 1h of gaming heard a pop trough the headset and all USB devices lost power. I force restarted the computer (which didn't boot from the first try) and the problems started to appear. Corsair dongle and headset don't show up in ICUE (H110I still appears and can control it), my NZXT RGB&Fan Controller V2 also doesnt appear in NZXT CAM, it just lists as "Device loading..." and on top of these, my pc seems to restart at random while gaming. 

Other Weird facts:
-When I try to force close ICUE from the details pane from task manager it gives me an " Operation Could not be Completed: Access Denied" error, same thing happens to NZXT Cam.
-When I unplug my headset dongle, ICUE freezes and starts Not Responding.

Weird Facts on Laptop (these started first)
-Same ICUE behavior happened on my laptop (Lenovo Y530 with 8750H, 1060 and 16GB Ram)

- Headset isn't detected on laptop either.

- Steam started giving me the same " Operation Could not be Completed: Access Denied" on my laptop after a few days.


Troubleshooting steps that I did on my PC:
- Looked through event viewer, nothing out of the ordinary, doesn't even show why it crashed, only shows the "The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly." or "The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly." thing after the pc turns back on.
- Reinstalled ICUE in safe mode (since I cant end task it I just deleted it there (including deleting stuff from %appdata% and Registry) and reinstalled the newest one) and didnt help
- Updated AMD Chipset drivers (first from Asus website and after that from AMD directly)
- Ran SFC and DISM and nothing
- Reinstalled Nvidia Drivers (Using DDU to uninstall)
- Ran Prime95 + Furmark since maybe temps were getting out of hand and managed to get a crash, but temps were fine ( Attached the log form HWINFO that got saved during the crash phase)

I'm at a loss of what could be the issue, only thing that I could have thought of is my Corsair dongle getting corrupted and doing weird things to the USB port(s) since the laptop has the same problem.

You have to take a lamp and a magnifying glass and check the capacitors on your motherboard. This seems to be a blown voltage regulation for the USB ports.

Wouldn't that mean that other USB ports won't work ? Other ports seem to be fine, even that port where the dongle is, tried plugging a webcam into it and works just fine.

Well, maybe the USB dongle of the headset died.

Headset still works, it's just not getting detected in software, and even if that died, it still doesn't explain the random restarts
