Is the SAMA IM01 a portable case? If not, then what other cheap mini-ITX case can support ATX PSU, m-ATX motherboard and also portable?

Define portable. By nature, desktop PC's are not really portable. They have external monitors, mice, keyboards and cables.

I mean, only the case. Btw, I would buy a portable monitor and a wireless keyboard and mouse kit to pair with the tower.

If you unhook everything, then any case is portable.
