That's a budget for a 1440p monitor with 144 to 175 Hz.

Asus z690 TUF Plus Motherboard

  I'm wondering is there something I need to optimize or change because in the games I'm playing the gpu is 80-100% and the cpu is always under 10%. Both at stock settings. Great fps, sometimes I do get unclear or not so smooth textures when I move my mouse cursor from left to right. 1920x1080p on all games. Hitman 3 I have tried with RTX settings on, gameplay is bad, turned off most of them, the cpu stays the same. Battlefield 2042 I have mostly medium and low settings with rtx off.

I mean those games were made for consoles that had 7 threads available so yeah them not using much of your cpu is enyirely normal

That's a 4K gaming system you're using on 1080p. Upgrade your monitor, you'll get full use of the 3080 and your CPU usage will increase.

Btw dont get a 4k monitor just to maximize yourhardware. Your current system will do 1080p high fps for many many years. 1440p too 4k basically already maxes your 3080
