Hello

Recently i noticed that my CPU usage is much higher than my GPU usage when playing games (CPU: 85-95%) (GPU: 30-45%) and i wanted to know if there is a fix for that or if i must upgrade to a new cpu

CPU: Ryzen 5 3600

GPU: RTX 3070

Ram: DDR4 32gb 3200mhz

DDU and reinstall drivers.

What games are you playing and at what resolution?

GO ahead and reinstall your graphics drivers. Use DDU to nuke the old drivers and install fresh just to ensure this isn't a driver issue. Also, is the CPU usage being determined for overall across all cores or just a single core?

Can you explain more i dont understand?

Is the CPU usage overall across ALL cores and takes an average for the CPU usage??? Or is the CPU usage just for a single core?? What software are you using to determine the CPU usage??? i.e a 6 core CPU at 50% usage across all cores is completely different from saying 100% for one core and the rest of the cores are idling.

Which motherboard? Latest motherboard bios?

Latest AMD Chipset drivers downloaded from AMD?

Which exct RTX 3070 model and does it have the latest vBios?

CPU cooling? Temperatures under load?

Games on an SSD?

1st DDU will uninstall all graphics drivers and allow for a clean install of new drivers removing any possible mess or conflicts and inefficeincy This has a high chance of fixing the issue right off the bat.

2nd if you have not done so already under settings in Windows select gaming as on. This is benficial even when not playing games as it simply rediuces backgound apps running which eat away at you CPU utilization.

3rd check your startup items and simply turn off anything that starts at boot that you do not need. my system has only 2 start up items in it.

4th re read carefully what was said here as close to 100% utilization on a single core is in many games quite NORMAL

Additional Note. HWinfo  is a free and very useful tool to look at what your system is doing . it will also pull out each and every CPU core and give you the utilzation speed and temps of each and every core.along with a min average and max used

Right click the CPU graph and click on "Change graph to" Logical processors. Check again and see if all cores are at 100%, but most likely it's a single core.
