are bioses backwards compatible

If both CPU's are listed for the same BIOS file, it's fine. MSI does their stuff kinda weird sometimes and if I'm not mistaken, shows when BIOS file support was introduced for a given chip listed when you check that, anything after that file-wise should still support it too.
BIOS file 7C84v19 should do the job here for both chips.

hi i finally built my amd pc a while back and everything is working and fine but i just have one question are bioses backwards 
compatable i updated by bios to this version 7C84v14 but i want the latest amd features so i want to update my 
bios to the latest version but will it still be compatable with my cpu which is ryzen 7 5800x?

When you update to the latest version is doesn't remove or drop support for anything. IF anything it ADDS support for newer cpus and enhances preformace for your current one.

Unless stated otherwise, like 300-series AM4 motherboards that support 5000 but not 1000 or 2000 CPUs with select BIOSes

If your bios download page say "dont update to this if you have this series cpu" and you have that series cpu no. Unless yes you could update to it. 5xxx isthe last cpu generation for am4 so the latest update should support it anyways but make sure that before you update

Most, if not all board manufacturers these days will not allow rolling back the BIOS to an earlier version if you have to. 
However a later BIOS does as others have said, it adds support for newer chips with very few exceptions to that end.

I am aware of at least one Socket (775) that did have support for older CPUs dropped from newer BIOS files but that was simply due to all the different 775 chips available when those files were released. 
There simply wasn't enough room on the BIOS chip to include them all so they dropped support for older 775 chips. Luckily you can backflash those to an earlier BIOS if you must.

Yes.
I'm also aware that a few older AM4 chips had support dropped but that was only for the earliest versions of an AM4 chip and not all were dropped in most cases - It's also varies by manufacturer/board model to exactly what was dropped from these files too but what was dropped seems consistent among the various manufacturers.
With your X570 board, chances are you'll be OK if you update the BIOS and still have anything at least from a 3000 series chip onward with most 2000 series chips unaffected as well. 

My MSI X570 ACE does support anything from at least a 2000 series up to a 5000 series and on that note, before doing anything on your part look and see what chips the newest file supports BEFORE updating.

sorry guys for the late response but the newer bios version that i mentioned adds support for the 5800x3d so that means that i could update to that and my cpu would still support it  ?

msi website does not mention that would have been nice if they added that warning
