Optimising 1080p gaming capture for YouTube

I want to capture 1920x1080 60 Hz gameplay footage for eventual use on YouTube. When I've done this in the past, the local (high bitrate) capture looks fine, but at YouTube bitrates it looks pretty bad. I know there's a trick of upsampling to 4k before upload so YouTube can offer it at higher bitrates. I have also found I can set the game to 1080p rendering while outputting to 4k. However the intended reason for doing this is to showcase 1080p visuals and performance, so I'm not sure how valid it would be in this use case.

 

Options:

1. 1080p capture, 1080p upload
2. 1080p capture, resample to 4k upload
3. 1080p render to 4k output/capture, upload 4k - I don't know how it does the scaling
4. I don't know if there is a driver integer scaling option but that could be another way? Similarly, don't know if video editing software has this feature (Vegas 16)

Honestly, I would love for youtube (and most other platforms) to offer bitrate quality options alongside/instead of pixel count. Also framerate options independently from pixel count, but that's probably too much work for their encoders.
