I recently upgraded to the new Power Color RX 7900xt red devil, and I seem to be getting a strange bottleneck in some games. My CPU is an r5 5600x, with 16 GB DDR4 3600 ram. Specifically, while in Destiny 2 (1440p max settings) I am seeing anywhere from 110fps to 150 (monitor 165hz) with GPU utilization at 70-80% and CPU around 50%. The card is at about 60 degrees and the CPU is around 50 so there is no thermal throttling. What is not allowing my GPU to run at 100%?

It's a limitation with d2. It's not your equipment. For example i play d2 at max settings, 1440p and i only get 138 fps at all times. It's done to stop stuttering and such. The engine used for d2 is old and bloated. It has problems running any faster. I've had long conversations on steam about this very subject.

Welcome to the forums!

Double check your ram speed in task manager as well as the per core utilization while gaming, but likely you are hitting a game optimization wall.

Thanks! I double checked the ram speed and its at the rated 3600Mhz. I haven't looked at the per core utilization though. Do you think its limited to only using a couple cores?

Yeah, I have enabled SAM and above 4g as well as all the drivers. It may just be optimization because I dont see how my CPU could bottleneck when its not at 100% utilization.

Thanks! It's the new Hyte Y40. I love the vertical GPU mount in it. Definitely would recommend.

I don't know, I don't play, but if you go to the CPU tab >right click graph > change to > logical processors, then get into game and check, you should be able to see if any cores are pinning to 100 or if it's really just down to the game not being optimized. 
I see this with Valheim all the time. It's only using half the cores and those at 75% while sucking back 80% of my GPU

its probably the way the d2 is optimized
