CPU stuck at .53Ghz

I recently installed an Ryzen 5 5600 in my pc

 

after it was booted up i noticed its only running at .53Ghz clock speeds

 

specs: 

  Ryzen 5 5600

  Msi x470 Gaming Plus

   newest Bios installed 7B79vAL

  XFX Radeon 6650XT

  2x8 Corsair Vengeance 3600Mhz Cl18 ram

  Win10 64bit

  Corsair CM550 psu

  Western Digital Sn770 500Gb

i would love to know whats making this happen thanks

 

also screen shots of Ryzen Master program and boot option(its what a friend had me do since it helped him when this happened before)

Got a new motherboard. An Tuf A520M-plus wifi which fixed the issues
