Really low FPS for WoW.

My FPS for World of Warcraft is killing me and I can't figure out where the problem is.  Maybe someone has an idea that I haven't tried yet but just about anything has got to be better than I am getting now.  Using the AMD Adrenalin software (latest version of course) I receive the FPS shown below.  It's horrendous if I must say so myself.  I just don't understand the big difference between what I am getting in-game and what the Heaven Benchmark says.

 

World of Warcraft Average FPS =  26.6 frames/sec

Heaven Benchmark ver. 4.0       = 273.9 frames/sec  

 

 

Mobo - ROG Strix B550-F Gaming  (BIOS updated earlier this week)

CPU - AMD Ryzen 7 - 3800X

GPU - Gigabyte AMD Radeon RX6750 XT

Ram - 4x8 Corsair Vengeance 4000MHz

SSD - Samsung 970 EVO Plus 1TB

Monitor - LG 32MN60T-B 32" FHD (1920 x 1080) IPS Display with AMD FreeSync

Internet - Down  = 874Mbps

               Up       = 54Mbps

 

As you can tell from the attached pics I have reduced all the graphics settings within WoW to the very minimum but even that did not help.  I'm just short of pulling all my hair out but fortunately I don't have a lot of hair so that isn't much to worry about.  The RX6750 XT video card is new so I'm hoping that is not the problem but at this point in time I'm game for just about anything.  I wouldn't think it would be the monitor because of the Heaven score because if it was the monitor I would think that both WoW and Heaven would both have low scores.  Anyway, if you techy people out there have a good idea, please don't hesitate to give me a shout.
