R9 3900x idle at 60C

I got a bunch of new case fans for my pc and noticed they were ramping up a bunch during idle. That made me see that my CPU on startup is at 60C. I do have an Artic Liquid Freezer II 240 so I thought it would be better. The load is only around 10% but the idle clock speed is at like 4200MHz. That sounds pretty high but I honestly have no idea how to change it lol. Is this an issue with the clock being too high or maybe my AIO could be starting to fail? 

CPU- Ryzen 9 3900x
CPU Cooler- Artic Liquid Freezer 2 240mm
GPU-  EVGA GeForce RTX 2070 SUPER XC ULTRA
RAM- CORSAIR VENGEANCE RGB PRO 32GB 3200Mhz 
PSU- Cooler Master MasterWatt 650 Watt
HDD- WD Blue 4TB
SSD- SanDisk Ultra II 500GB SATA III
Case- Custom Made Desk
Motherboard- ASUS ROG Strix B450-F Gaming

Microphone- Blue Snowball Ice
Headphones- Razer Nari Ultimate
Webcam- Logitech c270
Monitors- MSI Optix MAG24C and Acer KA240HQ Abid
Mouse- Corsair Nightsword RGB
Keyboard- Corsair K95 RGB Platinum MX Speed

Zen 2 and Zen 3 have a high reported Idle temperature. They report only the "hotspot" temperature. To test if your cooler is ok, run a load on it like prime95 or cinebench

sounds hot but need more information, anything running in the background?

 ~Extra L3 cache is exciting, every time you load up a new game or program you never know what your going to get, will it perform like a 5700x or are we beating the 14900k today? 😅~

4200MHz at idle is way high for a 3900X, try to reset BIOS

Well he menitoned that its not idle but 10% utilization.

I currently have about 30 tabs of chrome open with discord and LoL Launcher and I am sitting only at 5% so 10% utilization is certainly not idle, not even close

Ok, my bad, then it's totally normal, Ryzen temps jump +20C on any light 10% load !
