My brother's pc

I'm so confused and Idk if anyone has had this problem before but my brothers pc he built its graphics card is not spinning nor is there a display and the USB ports only work if the USB is plugged in half way and we have tried everything we know of and it's still not working

Sounds like 2 separate issues.
1. gpu may not be plugged in fully, try reseating it and making sure the power connectors are properly installed.
2. usb not working implies the port and/or plug is faulty

It's completely plugged in and ontop of that there is not a second pcei slot and we don't have another gpu nor motherboard

PCIE power cables are properly plugged in on both ends(PSU and GPU side)?

As for the USB, either the port is broken or the usb device's plug is broken.
