HELP 5800x3d not boostng!

I would try resetting the BIOS to auto/defaults first.

I had a 5600x in my system for a few months, and recently purchased a 5800x3d from microcenter because it was on sale. When I installed it in my system, task manager reads that the base clock is 3.6ghz (the box and every website I found says it is 3.4). When running games, benchmarks, and even idle, it sits at 3.55- 3.58ghz. IT DOES NOT BOOST, or even drop below 3.5 for that matter. I have no clue what to do. 

I have tried a bios update to the newest version (4408 on Asus tuf x570 gaming plus wifi) and this did not fix the problem like reddit users had recommended. Any suggestions?

 

Additionally, since the BIOS update, it has been running a lot hotter when idle. Not sure if this is related but it is sitting around 43-47C idle, where before it was around 32. RIGHT NOW, it s at 5% usage, 3.58ghz, and 44C.

Thermal paste/cooling is not a problem, before bios update, with the same chip and cooler, it was around 32.

does your bios show it as its suppost to be? task manager can be a hot piece of garbage sometimes.

My bios reports the base clock as 3.6 as well. I did notice that, before the bios update, was was running at 3.4, but still wouldnt boost over 3.4. (this is the reason i tried the update.)
