That is a bad way to go about saving money. People dont tend to sell working graphics cards as bare PCB, they either come with waterblocks or come with their stock coolers.

I thought you were gonna ask for fixing a gpu to save money

 

It wouldnt even make sense to sell a bare pcb gpu since if you dont have the cooling system for it then the gpu is basically useless

 

Usually bare pcb gpus are defective and thats why the dont have their coolers, the cooler is still ok so it gets sold off since itll still be worth something. Oh and usually bare pcb gpus are from either ppl that recycle or service so you know its problably been serviced or cannibalized for parts, if not then you problably have no chronology which is also really important for fixing like anything, if its just a simple didnt use for awhile now its dead then its a matter of dusting the thing and giving it a clean to gpu started smoking or gpu got water damaged in which case you are fked
