A need for two different CPU coolers...difficulty inside

Two different systems:

 

A DeskMeet x300 with a Ryzen 5 5600g. Using stock wrait, but even modest gaming gets it to 90+. Difficulty: Cooler can't be taller than 54mm. Suggestions?

 

A Chinese salvage mATX Haswell 2011-3 Xeon board, need a horizontally blowing CPU cooler (I'd like the excess air to cool the VRMs near the CPU)

The thing is, when you have the mobo vertical then it will blow horizontally regardless, right?  My Dark Rock blows horizontally....

 

How about Noctua LH-12S? If you want it to blow towards the mobo like a stock cooler.

 If you want to cool the motherboard well, what you're looking for is a downdraft cooler that blows air down towards the motherboard.

What case are you using? Have you tried undervolting?
