What mouse would you recommend?

502 might be outside his budget. With $60 you could get CM Storm Alcor/Recon/Spawn, Corsair M40/M45, Logitech G400s, Razer DeathAdder 2013, Zowie AM/FK/EC or SteelSeries Rival. All very good mice.  If the red lighting is a must, then Corsair M45 or SteelSeries Rival would be the best options.

Hi! my budget is about 50 dollars - 60 dollars mouse. I am a casual gamer ( dota 2, lol) I only use the buttons in the mouse for push-to-talk while in game.. I use the mouse scroll wheel very much. If there's chance, can it also be a color red backlight also? :D I don't prefer any brand. Thanks in advance

Logitech G300, has the red color you want (can be changed), is cheap (20 to 30€), has good DPI (2500). And i have used it for ~2 years, its starting to show some wear, but for the price, it great. 

Oh and it has plenty of buttons.

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

m65 better than m40? here in my country it cost only 4 dollars more than m40. seems m45 is not yet available :(

M40 and M45 have a better sensor than M65. M65 has a sniper button and aluminum base for looks, though. For best performance, stick to M40/M45 but if you don't mind sacrificing performance for looks, then M65 could work.
