I have dell optiplex 3080MT the power supply is 260W and i want to know what is the best graphics card i can put on it.

Any slot power only gpu will do fine in it. Dell offered a Gtx 1650 as a factory upgrade in the 3080.

 

AMD RX 6400, Nvidia GTX 1650

On the lower end the AMD RX550 or Nvidia GT 1030 GDDR5 variant are good choices.

 

And then see if your bios has an option to enable resizable bar, the 3080 uses the B460 chipset and it may or may not have resizable bar support. If it does the intel arc A380 is a viable option

You're entirely dependent on motherboard slot power, so nothing requiring an external PCI-E connector. 1050Ti? 1650 if it fits (but get the G5 model, not the G6 model).
