let me add:

you said you used to program. why wouldn't you try to get something started, write out some code, get a prototype working, do competitor research, flesh out the idea, see what already exists versus what you would need to roll on your own.

If you did all of those things and packaged them up (we usually call these business plans) you could even get some funding from a bank to pay a developer.

if you don't want to pay someone, create an open source project and share it with people. If there is meat to the idea people will contribute.

This is a long shot. But I thought I would give it a try.
I would like to develop a language learning program. I have the Idea in my head, it is more like amalgamation of many programs I have seen before. 
I have not coded in years, i can still understand most things when I read code. But can not code myself.

I am looking for someone who can code in hopfully python.

This is not a job offer. More like a colab at the moment.

Hope I don't sound weird asking here.

Something like that but not the same. I feel dualingo is not effective. but a little fun. I have no clue about Jetbrains.

They're asking if you're trying to teach spoken language or programming languages.

 

How exactly does this application differ to Duolingo?

Ah! I see, spoken language. I would like to take the process of how we learn out mother tongue and make it fun in a program. 

The last time I used the app, it was more like a flash card system for words. Which is very ineffective for a few reason. 
1 of which is understanding context and how to use it. just an example.

Without going into the full detail.

 
Space repetition. But, when it comes to review, different types of game styles.  Most of the space repitition flash card systems I have come agross, by week 2 you are bored ass hell, most kids don't want to touch it, unless they have to. 


When we learn out mother languages, we use, stories, games, books, movies going to places, touching things etc

It will be split into grades.


grade 0 will only learn sounds. Though words. That is the whole goal. To be able to identify them. And if there are 2 that sound similar, distinguish them from each other. but in a fun way.


Grade 1 will learn phrases that kindergradeners learn.  etc

Usually projects like these are low tier work and will never come close to any reasonable economic value. 

 

Even if they do, the time investment op would have to put in would not be worth his time and would still technically lose

No, I never said that. If there is any money that is made from the idea we can disuss how to split it. Not that I am not willing to risk capital. I rather have a product, and know it can sell. So I can provide an income for the person that will help. Since we starting from 0. How am I supose to promise something? If I can promise something I will. I rather not promise that I will pay, and nothing comes from it. How can I keep my promise? What I can promise, if we can make a product we can discuss how to be compensated. I can also, help with the data that is needed to build it up. If you need me to put something, let's discuss. I am open to negotiation.

We can even negotiate, everytime they work on the project, I buy dinner.  when it comes to testing, because of my job, that won't be a problem. 

All I am saying, help me make something that is been a seed in my head. If I can help you in some way, I will.

I understand what you are saying. The way I see it, most people want to learn a language, but after the 2nd week that passion dissapears, and so the money dissapears.
and the whole point of this is to make it fun. So that passion never dies.
