Windows 10 PC Not Updating

I have this Lenovo Ideacentre AIO 520-24AST. I haven't used it in like 3 years. I have started using it. It runs windows version 1909. This is very outdated. I have tried windows update to update it but it always fails with the error code 0x80070652. I have updated all the drivers but still no success. Can you please help me update this PC. I have tried sfc /scannow but still no results. I have also tried plugging a bootable windows 11 usb but the pc turns on, shows lenovo logo, blanks and repeats.

As Microsoft would say "something went wrong". Theres a troubleshoot section in options that could help. Type "troubleshoot" in the start menu and you should get "Troubleshoot settings". Once that opens you will get troubleshoot options under a "Get up and running" group, last one should be "Windows Update". If you dont see any options on the bottom, there will be "Additional troubleshooters". If you click on that you should get these options now. Hope this works for you!

I tried the troubleshooter. It said it detected and fixed the problem. I will update you if if works.

Windows not Updating ? GREAT !!! Means you're running smooth.

Did you disable the Windows Installer in Services by mistake ?

What's changed before this error happened ?
