Restart your PC. If it's gone then it was an app window that is only 1 pixel big. This also happened to me from time to time.

 

If it's still there after a restart, then it's a dead pixel. No way for you to fix it. A single dead pixel normally isn't a big problem.

I will just put photo...

So this is on my screen it is not touchable, and also not removable on other apps.

Looks like a dead pixel to me.
