Display Surface Initilization Failed (Premiere Pro Windows 10)

This is something that started happening on my PC in the last couple weeks. Adobe Premiere Pro is completely unusable, because it fails to start up. It was working fine last month. It seems every time I leave my computer alone for a month, some random problem comes up that wasn't there before.
