Randomly unable to run above 30 FPS at 4k

I'm running an AMD WX2100 GPU (DP 1.4) on an older HP SFF PC as my media machine, mostly streaming YouTube through Chrome on Windows. I have a DP 1.4 to HDMI 2.1 adapter, which works well 90% of the time. The 10% of the time I will either:

  • Be unable to wake the machine, and need to power cycle it (it will shutdown gracefully if the power button is pressed
  • The display will black out and come back a couple of seconds later and I will be unable to increase the refresh rate to 60hz

I think drivers could be playing a part in this, as Windows continues to install a 2021 driver no matter how many times I install a newer 2022 version, even after I disabled the setting that allows Windows to install drivers automatically. Could this also be a cabling or driver support issue? I am considering throwing in the towel and buying a used GT 1030 that also has DP 1.4 and see if that works better. In general I have not had good luck with AMD cards...

(I know that 2160p60 *should* be possible with HDMI 2.0, but I have never been able to run above 30HZ when I tested this with the non DP 1030 I have. I expect this is due to me not enabling subsampling, but I would like to avoid doing this, hence the DP 1.4 to HDMI 2.1 adapter).

Try uninstalling the drivers completely, remove the leftovers using DDU Display Driver Uninstaller, install the latest driver.

Forgot to mention, I did try DDU already, same trouble. 😞
