Depends on the video editing software you want to use, Davinci Resolve works very well with AMD cards, Premier does not. Nvidia cards are the safer bet since they always work pretty well no matter the software, but an AMD card doesn't mean that it will definitely suck.
We can't tell you which one to get now though, since the only cards that are out are the Nvidia cards and we don't know how well AMD's lineup will hold up. From the look of it, the 7900 XTX should be the best bet as long as you don't want to use Premier, but for all we know that card could be plagued with driver issues at launch and/or scalped into oblivion.

No matter what I'd want the 13700K, it generally competes more with the 7900X rather than the price competitive 7700X. It's efficiency may be a lot worse (this can be somewhat fixed by undervolting it) and the platform may not have an upgrade path, but at the same time by the time you want an upgrade path you'll have saved so much over the similar 7900X and B650 board that you'll have enough saved to just buy a new board at that time anyway rather than hoping AMD is still giving socket support at that time (realistically you won't need to upgrade for ~4 years whether you go AMD or Intel, and that's beyond the promised 2025 support window for AM5). The 7800X3D might have an argument to be made for it when it comes out, but we don't know what it would be like until it's actually released, and Intel might have a competing CPU at that time as well with a Raptor Lake refresh.
