Low gpu usage on most games

So in short, on most games i have gpu usage of 0.1% consistently with the gpu engine being listed as Gpu 0 - copy or Gpu 1 - Copy on task manager. the performance drop is very noticeable in games like Gta 5 and forza horizon which run around 40 fps compared to the 100+ i used to reach in these games. I've searched everywhere for answers but i feel like nobody has had a solution. I think the problem started when i switched from an intel cpu to an amd ryzen cpu.

Im thinking of getting a whole new gpu just because of this but all help is appreciated.

 

My systems information:
AMD Ryzen 2700X

    Old Cpu was Intel i5 9400f

Asus GeForce RTX 2060 DUAL OC EVO

Rog Strix b450-f gaming II

Did you reinstall windows? A big platform swa0 like that basically requeres that or a bunvh of luck

Yes i have reinstalled windows in hopes t fix this but it didnt work.

Maybe try installing an older graphics driver version? Just a shot in the dark.

How old should i go and where can i find older drivers? Ive had the issue for maybe a year now.

One thing to try is going to nvida control panels 3d settings and change the settings for the specific games to prefer maximum performance. I have had this issue where games didn't want to ramp up and use my gpu for some odd reason and I ended up forcing them to by using the performance settings in 3d settings and it seemed to fix it for me most of the time.
